This Funding Opportunity Announcement (FOA) is being issued by the Office of Energy Efficiency and Renewable Energy (EERE) on behalf of the Advanced Materials and Manufacturing Technologies Office (AMMTO). EERE’s AMMTO collaborates with industry, small businesses, universities, national laboratories, state and local governments, and other stakeholders to advance emerging energyrelated materials and manufacturing technologies to increase domestic competitiveness and build a clean, prosperous economy. This FOA seeks to:

• Strengthen the domestic manufacturing base and associated supply chains, for manufacturing large near net shape (NNS) metallic components through technology development;
• Reduce the U.S. dependence on foreign supply chains to achieve the nation’s clean energy and national strategic goals; and
• Increase U.S. competitiveness, reshore manufacturing, grow the economy, create skilled jobs, and ensure national energy security.

The intent of this FOA topic is to accelerate the development and commercialization of innovative manufacturing technologies to increase the competitiveness of the domestic Near Net Shape (NNS) manufacturing base and strengthen the clean energy manufacturing supply chains. The technical and economic viability of the proposed manufacturing technologies will be established by producing a full-scale component as part of the requirements. The component must be relevant to a clean energy manufacturing application with a weight over 10 tons (20,000 lbs.). Project teams are expected to represent multiple segments of the value/supply chain.

The Geospace Section of the NSF Division of Atmospheric and Geospace Sciences (AGS) offers funding for the creation of new tenure-track faculty positions within the disciplines that comprise the AGS Geospace programs to ensure their vitality at U.S. universities and colleges. The aim of the Faculty Development in geoSpace Science (FDSS) is to integrate topics in geospace science including solar and space physics and space weather research into natural sciences or engineering or related departments at U.S. institutions of higher education (IHE). FDSS also stimulates the development of undergraduate or graduate programs or curricula capable of training the next generation of leaders in geospace science. Geospace science is interdisciplinary in nature and FDSS awardees will be expected to establish partnerships within multiple parts of the IHE. NSF funding will support the salary, benefits and training of the newly recruited tenure-track FDSS faculty member for a duration of up to five years with a total award amount not to exceed $1,500,000.

Growing diversity in the geospace science workforce and institutions is a community priority, yet relatively few geospace science research and training opportunities are available at minority-serving institutions (MSIs) and emerging research institutions (ERIs). One of NSF's priorities is to improve representation in the scientific enterprise. FDSS aims to bolster long-term investments in geospace science at a broad range of U.S. IHEs, including MSIs and ERIs. This solicitation offers a track for all qualified U.S. IHEs and additionally, a separate track for proposal submissions from MSIs and ERIs.

Multiple Applications: Applicants can submit up to two applications under this RFA so long as each application is separately submitted and is for a different geographic area(s) (e.g., an applicant cannot submit two applications for geographic area 1). 

EPA is issuing this solicitation to request applications for the design and management of a new Environmental Justice (EJ) competitive pass-through program where EPA will competitively select multiple pass-through entities to provide grant funds via subawards to community-based nonprofit organizations and other eligible subrecipient groups representing underserved and disadvantaged communities. The definition of the term Pass-through entity in 2 CFR 200.1 provides that a pass-through entity is a non-Federal entity that provides a subaward to a subrecipient to carry out part of a federal program. The EPA provides extensive guidance to pass-through entities in the EPA Subaward Policy and related materials available on the EPA internet website.

EPA plans to award cooperative agreement(s) to pass-through entities (referred to as Grantmakers by the program) who will collaborate with EPA to design and build their own processes to receive and evaluate competitive community project applications from communities for EJ Thriving Communities Subgrant activities. These activities consist of assessment, planning, and/or project development activities addressing local environmental and/or public health issues. Grantmakers will provide EJ Thriving Communities Subgrants (i.e., subawards) to Eligible Subrecipients.

Consistent with EPA’s mission and Administration priorities, including those set forth in Executive Orders 13985 and 14008, and using funding available for environmental justice, and other potential funding as available and appropriate, EPA is seeking applications from eligible entities as described in Section III to become an Environmental Justice Thriving Communities Grantmaker. EPA is making available up to approximately $550 million total for the EJ TCGM program. EPA expects to make up to 11 awards for the Grantmakers.

EJ Thriving Communities Subgrants will be available for three distinct phases:

• Phase I = Assessment projects for up to $150,000 for a one-year project period
• Phase II = Planning projects for up to $250,000 for a 1-2 year project period, and
• Phase III = Project Development projects for up to $350,000 for a two-year project period.

The BIL is a once-in-a-generation investment in infrastructure, designed to modernize and upgrade American infrastructure to enhance U.S. competitiveness, driving the creation of good-paying union jobs, tackling theclimate crisis, and ensuring stronger access to economic, environmental, and other benefits for disadvantaged communities (DACs). The BIL appropriates more than $62 billion to the Department of Energy (DOE) including funding to support investments to build a clean and equitable energy economy that achieves zero carbon electricity by 2035, and puts the United States on a path to achieve net-zero emissions economy-wide by no later than 2050“ to benefit all Americans. As new load and generation come online as the market moves in line with these goals, deploying the projects that will support a more resilient and reliable grid will be critical. At present, aging grid infrastructure leaves the grid increasingly vulnerable to attacks. The increasing frequency of extreme weather events is leading to energy supply disruptions that threaten the economy, put public health and safety at risk, and can devastate affected communities all over the country.

This FOA seeks applications to address these three goals:
1. Transform community, regional, interregional, and national resilience, including in consideration of future shifts in generation and load
2. Catalyze and leverage private sector and non-federal public capital for impactful technology and infrastructure deployment
3. Advance community benefits

This project will build the framework needed to create a neutral and secure data repository and cooperative where producers, universities and not-for-profit entities can store and share data to foster agriculturalinnovation and to support technological progress, production efficiencies, and environmental stewardship. The project must have clear and complete plans to ensure diverse participation, including all land-grant university types, growers, and representatives of all relevant data producer and consumer organizations, with attention to the costs and benefits for all sectors, and with special attention to barriers and value for farmers.

The Rural Health and Safety Education Program seeks to foster quality of life in rural communities by providing the essential knowledge necessary for successful programs of rural development, improving coordination among Federal agencies, other levels of government, and institutions and private organizations in rural areas, and developing and disseminating information about rural conditions.

Per the authorizing legislation described in Part I (A) of this RFA, the RHSE program addresses the health and well-being of rural America through supporting the development and/or implementation of projects focused on:
1. Individual and family health education programs with specified contents;
2. Rural health leadership development education programs to assist rural communities in developing health care services and facilities and assist community leaders and public officials in understanding their roles and responsibilities; and
3. Farm safety education programs to provide information and training to farm workers, timber harvesters, and farm families.

The University of Arizona Cancer Center (UACC) can nominate one applicant for the V Scholar Cancer Research Grant.
 

Purpose of Award:

The UACC is seeking nominations for the V Scholar Cancer Research Grant which supports young tenure-track faculty early in their cancer research career by funding projects that are either laboratory-based fundamental research or translational research.

This RFA is specifically for adult cancer research that is focused on laboratory research. This year, we have special interest and funding for therapeutic resistance and welcome research projects in this area. Please note that research areas not included in this scope are epidemiology, behavioral science, and health services research. We also strongly encourage applications from underrepresented minorities in cancer research including Blacks or African Americans, Hispanics or Latinos (non-European), American Indians or Alaska Natives, Native Hawaiians, and other Pacific Islanders who may be eligible for funding through the Stuart Scott Memorial Cancer Research Fund.

The total amount of the grant is $600,000, paid in three annual installments of $200,000. Only direct costs of the research are supported by this award.

Applicant Eligibility

Inclusion: Nominee must be all of the following criteria by the nomination due date.

• Nominated by their Cancer Center Director or similar high ranking research official.
• Employed at a non-profit research institution (e.g., 501c3, Section 170).
• Either a US Citizen or a permanent legal resident in the US. This requirement does not apply to invited Canadian institutions.
• Possess at least 2 years post-doctoral (MD or PhD) fellowship training. For MDs, a minimum of one year is acceptable if only one year is required for their specialty.
• Clinical scientists are eligible if the research institution demonstrates that it will fully support the research applicant (e.g., dedicated lab space, committed research time, start-up funds).
• V Scholar applicants must have been appointed to their first full-time tenure track Assistant Professor position no more than 5 years prior to the nomination due date, and not yet promoted to Associate Professor (for e.g., must be eligible to apply for PI status on an R01 at your institution.

Exclusion: By the Nomination Due Date, nominee must:

• NOT be a previous or current V Foundation V Scholar awardee.
• NOT have accepted or received notification of an R01 award by the nomination due date.
• NOT have accepted or received award notification of any peer-reviewed, non-mentored single grant that totals or exceeds $750K in total direct funding at ANY point in their professional career. This calculation should exclude indirect costs.

The University of Arizona Cancer Center (UACC) can nominate two applicants for the Phi Beta Psi Charity Trust Grant 2023 funding opportunity.

Purpose of Award:

The UACC is seeking nominations for Phi Beta Psi’s Charity Trust Grant 2023. The Phi Beta Psi Sorority is a national, civic, non-profit organization whose National Project is to advance cancer research nationwide to improve prevention, diagnosis, and treatment by providing research grants to qualified investigators addressing original questions and hypotheses to be explored in basic and clinical studies in the field of cancer.

Research applications must be focused on brain, breast, colorectal, endometrial, lung, ovarian, pancreatic, or prostate cancer. Preference is given to Young Investigators with documented evidence of potential for conducting novel research of either basic or clinical aspects of cancer and cancer-related problems. Applications from Established Investigators exploring new and innovative areas of cancer research also will be considered.

The University of Arizona Cancer Center (UACC) can nominate one applicant for the 2024 Pew-Stewart Scholars Program for Cancer Research which supports assistant professors of outstanding promise in science relevant to the advancement of a cure for cancer.

Purpose of Award:

In line with The Alexander and Margaret Stewart Trust’s mission to invest in innovative, cutting-edge cancer research that may accelerate and advance progress toward a cure for cancer, applications are invited from nominees conducting cancer research. This program is distinct from the Pew Scholars Program, and it follows a different, but parallel set of guidelines and procedures for nominating an applicant whose research is related to cancer.

This program does not fund clinical trials research. Strong proposals will incorporate particularly creative and pioneering approaches to basic, translational, and applied cancer research. Candidates whose work is based on biomedical principles but who bring in concepts and theories from more diverse fields are encouraged to apply. Ideas with the potential to produce an unusually high impact are encouraged.

Selection of the successful candidates will be based on a detailed description of the work that the applicant proposes to undertake, evaluations of the candidate’s performance, and notable past accomplishments, including honors, awards, and publications. In evaluating the candidates, the National Advisory Committee gives considerable weight to both the project proposal and the researcher, including evidence that the candidate is a successful independent investigator and has the skill set needed to carry out their high-impact proposal.

Award Terms

An award of $75,000 per year for four years ($300,000 total) will be provided to the sponsoring institution for use by the Pew-Stewart scholar, subject to annual review of his or her progress. Grant agreements will be issued in August of the award year. Funding from the NIH, other government sources, and project grants from nonprofit associations do not pose a conflict with the Pew-Stewart program.

It is expected that Pew-Stewart scholars will spend at least 80 percent of their time in work or activities related to the accomplishment of their overall research goals (which are not restricted to the specific aims proposed for this award). However, Pew provides flexible support to the general research aims of the Pew-Stewart scholar and does not require effort reporting.

The awarded funds may be used at the discretion of the Pew-Stewart scholar, for personnel, equipment, supplies, or travel directly related to the Pew-Stewart scholar's research and as to best advance his or her research and career. Specifically:

• The amount of the award that may be used for the principal investigator’s salary is limited to $12,500 per year (including benefits) or $50,000 over the duration of the grant. There are no limits on student or postdoctoral salaries.
• Not more than 8 percent ($24,000) of the total award value may be allocated for facilities and administration (F&A) charges or indirect costs (IDCs).
• Should the funds not be immediately required, they may be accumulated and carried over through the grant period and, with written approval of the program office, the grant may receive a no-cost extension for one additional year (without additional funds).
• Subawards are allowed.

The University of Arizona Cancer Center (UACC) can nominate one new (A0) application and one resubmission (A1) application for the NCI Research Specialist (Clinician Scientist) Award funding opportunityper receipt date.

Purpose of Award:

The UACC is seeking nominations for an National Cancer Institute (NCI) Research Specialist Award in any area of NCI-funded clinical cancer research. This FOA is specifically for clinician scientists to continue to participate in the NCI clinical trials networks through leadership in the 1) development of national clinical trials, 2) implementation of NCI clinical trials in their institutions, and 3) national service to the NCI clinical trials networks through participation in the scientific review committees, monitoring committees, and other activities, but not serve as principal investigators of research project grants. These clinician scientists are vital to sustaining the NCI-funded clinical trials enterprise. The Research Specialist Award is intended to provide stable support for clinician scientists at their institutions for significant leadership and exceptional participation in the NCI-sponsored clinical trials networks that conduct cancer treatment, prevention and control, and care delivery clinical trials. NCI-sponsored clinical trials networks include but are not limited to the National Clinical Trials Network (NCTN), the NCI Community Oncology Research Program (NCORP), the Experimental Therapeutics Clinical Trials Network (ETCTN), and the Cancer Prevention Clinical Trials Network (CP-CTNet).

The Research Specialist Award is designed to encourage the development of a career path for cancer clinical trial investigators who provide leadership, participation, and scientific support for the NCI clinical trials networks at their institutions and within those networks. This leadership includes the development of concepts and protocols for clinical trials, participation in scientific steering committees and network committees, and accrual to NCI-sponsored clinical trials. The institutional activities may include the implementation of cancer clinical trials including participation in the review of safety data, monitoring the conduct and progress of open clinical trials, and serving on institutional review committees. These activities are necessary for the successful conduct of NCI-sponsored cancer clinical trials. The Research Specialist Award is intended to provide salary support and sufficient autonomy so that individuals are not solely dependent on NCI grants held by others or other sources of funding for cancer research career continuity.

Applicant Eligibility

• Eligible applicants will be clinician scientists who have a clinical degree (M.D., D.O., D.D.S., D.M.D., O.D., D.C., PharmD., N.D., D.V.M.), possess active licensure, and are actively practicing in an oncology clinical setting.
• Individuals with a Ph.D. or other doctoral degree that have direct contact with patients or healthy subjects in clinical disciplines such as clinical psychology, nursing, clinical genetics, speech-language pathology, audiology, or rehabilitation are also eligible.

• At the time of application, the applicant cannot hold as a Principal Investigator current R01, P01, or other significant NIH funding (past funding does not affect eligibility). Support from P50 Career Development awards, R03, R21, P30 funding, or national network funding will be allowed, as long as the total NCI support does not exceed 6 person-months. Future substantial independent NIH funding will require the awardee to forfeit the R50.
• The applicant must be engaged in the conduct of NCI-funded cancer clinical trials research at an academic medical center and have a record of involvement in NCI-funded cancer clinical trial-related activities.
• At the time of application, the Research Specialist must have been at the institution for at least the previous two years.
• The Research Specialist must have a full-time position at the institution.
• The Research Specialist must commit 2.4 to 4.8 person-months to NCI-funded clinical activities during the life of the award. The Research Specialist may engage in other duties as part of the remaining 9.6 to 7.2 person-month effort not covered by this award. The maximum funded effort allowed on all NCI grants, including the R50, will be capped at 6 person-months.
• The Research Specialist must have demonstrated professional accomplishments consonant with his or her career status, and should have demonstrated cancer clinical research experience relevant to the NCI mission.
