The Equipment Grants Program (EGP) serves to increase access to shared-use special purpose equipment/instruments for fundamental and applied research for use in the food and agricultural sciences programs at institutions of higher education, including State Cooperative Extension Systems. The program seeks to strengthen the quality and expand the scope of fundamental and applied research at eligible institutions, by providing them with opportunities to acquire one shared-use piece of equipment/instrument that supports their research, research training, and extension goals and may be too costly and/or not appropriate for support through other NIFA grant programs. EGP grants are not intended to replace requests for equipment in individual project applications. The program emphasizes shared-use instrumentation that will enhance the capabilities of researchers, educators, and extension specialists both within and outside the proposing organization.

Proposals to the EGP must involve acquisition of a single, well-integrated piece of equipment/instrument. Well-integrated means that the ensemble of equipment that defines the instrument enables specific fundamental or applied research experiments in the food and agricultural sciences, including data science and data systems; separating or removing an element or component of such an integrated instrument would preclude that research from occurring or succeeding. An instrument acquired with support from EGP is expected to be fully operational by the conclusion of the first year of the project.

The primary goal and objective of the GusNIP Produce Prescription Program is to demonstrate and evaluate the impact of projects on (1) the improvement of dietary health through increased consumption of fruits and vegetables; (2) the reduction of individual and household food insecurity; and (3) the reduction in healthcare use and associated costs.

Eligibility Note (01/24/2024): NIFA’s policy team has reviewed the University of Arizona’s documentation. Per the attached IRS letter the University of Arizona was formed by the State of Arizona and is an “integral part of the government agency.” This documentation from the IRS is considered sufficient to support the institution’s eligibility as a government agency per 7 USC 7517(a)(1).

The purpose of this program is to support research, education/teaching, and extension projects that increase participation by women and underrepresented minorities from rural areas in STEM. NIFA intends this program to address educational needs within broadly defined areas of food and agricultural sciences. Applications recommended for funding must highlight and emphasize the development of a competent and qualified workforce in the food and agricultural sciences. WAMS-funded projects improve the economic health and viability of rural communities by developing research and extension initiatives that focus on new and emerging employment opportunities in STEM occupations. Projects that contribute to the economic viability of rural communities are also encouraged.

For the Women and Minorities in Science, Technology, Engineering, and Mathematics Fields (WAMS) program, NIFA will support projects with a target audience of K-14 students (kindergarten through twelfth grade plus two years of post-secondary schooling (e.g., vocational-technical institutions or community or junior colleges)).

The Food Safety Outreach Program will complement and expand the national infrastructure of the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Competitive Grants Program. The Food Safety Outreach Program will build upon that national infrastructure, with a sustained focus on delivery of customized training to members of the target audiences. Awardees will develop and implement food safety training, education, extension, outreach and technical assistance projects that address the needs of owners and operators of small to mid-sized farms, beginning farmers, socially-disadvantaged farmers, small processors, or small fresh fruit and vegetable merchant wholesalers. Grant applications will be solicited directly from those in local communities to include those from community-based organizations, non-governmental organizations, food hubs, farm cooperatives, extension, and other local groups.

In FY 2024, FSOP will maintain focus on delivery of customized training to members of the target audiences by continuing to solicit Community Outreach Projects, Collaborative Education and Training Projects, and Technical Assistance – Grant writing skills projects. The program is also soliciting proposals for Regional Centers in FY 2024.  AVERAGE INDIVIDUAL AWARD RANGE: $75,000 - $1,000,000

NIFA requests applications for the ARME for fiscal year (FY) 2024 to provide resources for four regional risk management education centers for the purpose of developing and delivering agricultural risk managementeducation materials. In addition, this program will provide one grant for a Risk Management Education Electronic Support Center to provide associated support to the regional centers.

The primary goals and objectives of the ARME program are to 1) provide U.S. agricultural producers and their families, as appropriate, with the knowledge, skills, and tools needed to make informed risk management decisions that enhance profitability of their operations, and 2) deliver risk management education to agricultural producers underserved by the Federal crop insurance program.

NIFA requests applications for the Crop Protection and Pest Management (CPPM) program for fiscal year (FY) 2024 to address critical state, regional and national integrated pest management (IPM) needs to ensure food security and respond effectively to other major societal pest management challenges. The CPPM program supports projects that address these challenges with IPM approaches developed by coordinated state, regional, and national research, and extension efforts. The impact of these research and extension efforts will be increased by the establishment of communication networks and stakeholder participation in setting priorities. In FY 2024, NIFA will only accept competitive applications for funding in the Applied Research and Development Program (ARDP) and the Extension Implementation Program (EIP) areas of CPPM. NIFA will fund current Regional Coordination Program (RCP) area projects through continuation applications.

The purpose of the Crop Protection and Pest Management program is to address high priority issues related to pests and their management using IPM approaches at the state, regional and national levels. The CPPM program supports projects that will ensure food security and respond effectively to other major societal pest management challenges with comprehensive IPM approaches that are economically viable, ecologically prudent, and safe for human health. The CPPM program addresses IPM challenges for emerging issues and existing priority pest concerns that can be addressed more effectively with new and emerging technologies. The outcomes of the CPPM program are effective, affordable, and environmentally sound IPM practices and strategies needed to maintain agricultural productivity and healthy communities. ​

The purpose of the Food and Agriculture Service Learning Program is to increase the knowledge of agricultural science and improve the nutritional health of children. The program’s goal is to increase the capacity for food, garden, and nutrition education within host organizations or entities, such as school cafeterias and classrooms, while fostering higher levels of community engagement between farms and school systems by bringing together stakeholders from distinct parts of the food system. The initiative is part of a broader effort to not only increase access to school meals for low-income children, but also to dramatically improve their quality.

The purpose of the Research Facilities Act Program (RFAP) is to assist qualifying institutions with the costs related to constructing, purchasing, updating, renovating, or modifying agricultural research buildings to conduct research in the areas of agriculture and food sciences. The proposed agricultural research facility must expand the institution's capacity for long-term impactful research and must be the result of thorough strategic planning. Awards may be used to fund the construction of buildings or sites for agricultural research facilities or other facilities that store agricultural research experimental samples or specimens, as well as the purchase of real estate or durable equipment. Activities might include, but are not limited to:

1. Evaluating infrastructure and sites.
2. Conceptual planning and design for a newly constructed, restored, or rebuilt structure or place.
3. Creating construction plans and schematics for the facility or site that is being built, restored, or rebuilt.
4. Building, restoring, or remodeling a facility or location.
5. Investing in and putting in permanent equipment for research monitoring and safeguarding samples and specimens.
6. Investing in and putting in essential building systems like electricity, climate control, security, life safety, lighting, utilities, telecommunications, and energy management.

Match Required – Applicants MUST provide at least 100% matching contributions on a dollar-for-dollar basis for all Federal funds awarded under the Research Facilities Act Program. The non-Federal share must be paid in cash and may include funding from private sources or from units of State or local government. In-kind matching will not be considered.

The OPPE is committed to ensuring underserved communities can equitably participate in USDA programs. Differences in demographics, culture, economics, language, and other factors preclude a single approach to identifying solutions that can benefit underserved farmers and ranchers. Grants are provided to nonprofit community-based organizations, higher education institutions, and eligible Tribal entities with at least three (3) years of documented experience, preceding the submission date of an application. Eligible entities working with underserved farmers and ranchers or military veteran farmers and ranchers can improve their ability to start and maintain successful forestry and/or agricultural-related operations. With 2501 Program funding, eligible entities can provide education, training, and technical assistance and extend outreach and education efforts to connect with and assist underserved and military veteran farmers and ranchers to provide them with information on available USDA resources.

E. Orr (School of Government and Public Policy)

Uarizona may submit one application to this funding program. 

The Rural Business-Cooperative Service (RBCS or the Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), invites applications for grants under the Rural Cooperative Development Grant (RCDG) program for Fiscal Year (FY) 2023. This notice is being issued to allow applicants sufficient time to leverage financing, prepare and submit applications, and give the Agency time to process applications within FY 2023. Funding of $5.8 million will be available for FY 2023. Successful applications will be selected by the Agency for funding and subsequently awarded. All applicants are responsible for any expenses incurred in developing their applications.
