The INCLUDES Initiative is a comprehensive, national effort to enhance U.S. leadership in science, technology, engineering, and mathematics (STEM) discovery and innovation, focused on NSF’s commitment to ensuring accessibility and inclusivity in STEM fields, as communicated in the NSF Strategic Plan for Fiscal Years (FY) 2022 - 2026. The vision of the INCLUDES Initiative is to catalyze the STEM enterprise to work collaboratively for inclusive change, resulting in a STEM workforce that reflects the diversity of the Nation’s population. More specifically, the INCLUDES Initiative seeks to motivate and accelerate collaborative infrastructure building to advance equity and sustain systemic change to broaden participation in STEM fields at scale. Significant advancement in the inclusion of groups that have historically been excluded from or underserved in STEM will result in a new generation of STEM talent and leadership to secure the Nation’s future and long-term economic competitiveness. 

With this solicitation, NSF offers support for five types of projects that connect and contribute to the National Network: (1) Design and Development Launch Pilots, (2) Collaborative Change Consortia, (3) Alliances, (4) Network Connectors, and (5) Conferences. The INCLUDES National Network is a multifaceted collaboration of agencies, organizations, and individuals working collectively to broaden participation in STEM. The INCLUDES National Network serves as a testbed for designing, implementing, studying, refining, and scaling collaborative change models and is composed of:

EPA EPA-I-OLEM-OBLR-23-15: 2023 Brownfield Multipurpose (MP) Grants

The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) was amended by the Small Business Liability Relief and Brownfields Revitalization Act in 2002 to include Section 104(k), which provides federal financial assistance authorities for brownfields revitalization, including grants for assessment, cleanup, and revolving loan funds. The Brownfields Utilization, Investment, and Local Development (BUILD) Act (Public Law 115- 141) enacted in 2018 reauthorized EPA’s Brownfields Program and made additional amendments to CERCLA that affect EPA’s brownfield grant authorities, and ownership and liability provisions. (Note: References to CERCLA in this solicitation refer to CERCLA as amended by the 2002 Small Business Liability Relief and Brownfields Revitalization Act and the 2018 BUILD Act.) EPA’s Brownfields Program provides funds to empower states, Tribal Nations, communities, and nonprofit organizations to prevent, inventory, assess, clean up, and reuse brownfield sites. This guidance provides information on applying for Multipurpose Grants.

A Multipurpose (MP) Grant is appropriate for communities that have identified, through community engagement efforts, a discrete area (such as a neighborhood, a number of neighboring towns, a district, a corridor, a shared planning area or a census tract) with one or more brownfield sites. The target area may not include communities that are located in distinctly different geographic areas. 

Multipurpose Grant funds provide funding for communities to carry out a range of eligible assessment and cleanup activities, including planning and additional community engagement activities. The performance period for these grants is up to five years.

An applicant can apply for up to $1,000,000 and should demonstrate how grant funds will result in at least:

  • one Phase II environmental site assessment;
  • one brownfield site cleanup; and
  • an overall plan for revitalization that includes a feasible reuse strategy for one or more brownfield sites, if there is not already a plan in place.

EPA EPA-I-R-OCFO-01:2023 Promoting Readiness and Enhancing Proficiency to Advance Reporting and Data

Institutions may submit up to two applications under this Funding Opportunity so long as each one describes working with a distinct beneficiary community. 

The U.S. Environmental Protection Agency (EPA) is seeking applications for cooperative agreements to support the data, reporting, and evidence-building capacity of program beneficiaries, which include, recipients of grant funding from EPA as direct recipients of EPA funding and subrecipients who can participate in the Clean Water and Safe Drinking Water programs, particularly for those representing small, underserved, and/or tribal communities that are applying for or receiving EPA grant funding, including but not limited to funding under the Infrastructure Investment and Jobs Act (IIJA), Public Law 117-58 [also known as the Bipartisan Infrastructure Law (BIL)] funding and the Inflation Reduction Act (IRA), Public Law 117-169.

Applicants should describe how they would collaborate with other EPA funded technical assistance providers (e.g., Environmental Justice Thriving Communities Technical Assistance Centers, EPA Environmental Finance Centers and Technical Assistance for Brownfields recipients) to avoid duplication of effort and share best practices. Additionally, as provided in EPA’s General Terms and Conditions “Copyrighted Material and Data” (a link to which can be found in Section VI.w of EPA Solicitation Clauses), EPA may authorize the successful applicant to use copyrighted works or other data developed with Agency funds by other Federally funded technical assistance providers, or to require that the successful applicant allow other Federally funded technical assistance providers to use works or data developed with EPA funds, when such use promotes efficient and effective use of Federal grant funds.

EPA expects to make between 4 to 8 incrementally funded awards with periods of performance of up to three years with total funding of approximately up to $500,000 per award depending on funding availability, the quality of applications, satisfactory progress, and other applicable considerations. The specific number of awards and the amounts may vary from these estimates. The awards for selected projects will be in the form of cooperative agreements as it is expected that there will be substantial involvement and interaction between the applicant and EPA. The total estimated funding for this competitive opportunity is approximately $4 million.

NIH RFA-DK-23-001: 2023 Consortium for Gut-Brain Communication in Parkinsons Disease (U24 Clinical Trial not allowed)

The purpose of this Notice of Funding Opportunity (NOFO) is to establish a Coordinating and Data Management Center (CDMC) that will coordinate and manage the activities of the Gastroenterology Neurology Research Centers (GNRCs), as described in the companion NOFO, RFA-DK-22-036, as part of the Gut Brain Parkinson's Disease Consortium (GBPDC). The responsibilities of the CDMC include, but are not limited to: (1) development of study protocols and coordination of enrollment of subjects into the study; (2) management of consortium-wide meetings and conferences, and cross-consortium collaborative activities; (3) provision of statistical and computational analysis support; and (4) establishing a central data hub for data capture, curation and management, and protocol development and registration. The CDMC will manage GBPDC-wide reporting and data and specimen sharing requirements, to include coordination of distribution of blood, biopsies, and other biological samples to the GNRCs. The CDMC will also manage the operations of the GBPDC Steering Committee and other operational committees and provide the infrastructure for the efficient design and conduct of multicenter studies and establish a repository of participant samples that may be used for ancillary studies of etiology and pathogenesis. The purpose of this notice of funding opportunity is to invite Institutional Network Awards (U2C-TL1) to cultivate a highly integrated cohort of trainees and early career investigators and to develop career development resources to accelerate kidney, urologic, and hematologic research. To maximize integration and promote a true trainee community, Institutions are invited to submit a single, unified U2C-TL1 application to engage, recruit, prepare, and sustain the next generation of scientists able to contribute to advancing research in kidney, urology, and hematology. DOS-ACC-NOFO-2023-07: 2023 Training and Education to Increase Capacity for Peacebuilding and Conflict Resolution

The U.S. Embassy in Accra, Ghana, through this Notice of Funding Opportunity (NOFO), announces an open competition for organizations to submit applications to carry out virtual and in-person peacebuilding and conflict resolution education programs in Benin, Cote d’Ivoire, Ghana, Guinea, and Togo. This program is in support of the U.S. Strategy to Prevent Conflict and Promote Stability, authorized by the Global Fragility Act. Overall, grant-making authority for this project is contained in the Foreign Assistance Act of 1961, as amended. 

 

This program will engage early and mid-career professionals by offering a menu of virtual courses in English and French that include information adaptable to the range of countries and contexts. Central topics will include social cohesion, conflict resolution, media literacy and misinformation, engaging government from local to national level, and inclusivity. The online/hybrid course on conflict resolution will include 500 young community leaders with at least half from Ghana and the remainder from the other four countries specified. Recruitment should target regions and communities most vulnerable to conflict and instability but may include geographically diverse participants. 

 

The courses will be followed by interactive conversations via chat or social media platforms to form a network of similarly-minded individuals willing to develop activities or policies integrating course principles in their own institutions or communities. An in-person training and networking opportunity will then be offered to 60 participants to come together and discuss more deeply the topics of the courses. The material may include U.S. authored content and reflect the diversity of opinion in the United States and underscore U.S. fundamental values of democracy and freedom. Speakers and instructors may include U.S. citizens and experts who have experience in West Africa and the United States.

NIH PAR-22-125: 2023 Bridges to the Baccalaureate Research Training Program (T34)

The goal of the Bridges to the Baccalaureate Research Training Program is to provide structured activities to prepare a diverse cohort of research-oriented students to transfer from associate degree-granting institutions to baccalaureate degree-granting institutions and complete a baccalaureate degree in disciplines related to the biomedical sciences. This funding opportunity announcement (FOA) provides support to eligible, domestic institutions to develop and implement effective, evidence-informed approaches to biomedical training and mentoring that will keep pace with the rapid evolution of the research enterprise. NIGMS expects that the proposed research training programs will incorporate didactic, research, mentoring, and career development elements. This program requires strong partnerships between at least two post-secondary educational institutions offering science, technology, engineering, or mathematics (STEM) degrees. At least one partner must be an institution that offers the associate degree as the highest STEM degree and the other partner(s) must offer baccalaureate degrees in biomedically relevant STEM fields. Upon completion of the Bridges to the Baccalaureate Research Training program, trainees are expected to be well positioned to pursue research-oriented biomedical higher degree programs or enter careers in the biomedical research workforce.

Training related expenses are limited to a maximum of $10,000/trainee/year. The maximum cap for the TRE portion of the proposed budget is $100,000/year.

NSF NSF 23-597: 2023 Cyberinfrastructure Technology Acceleration Pathway (CITAP)

The national cyberinfrastructure (CI) ecosystem is essential to computational- and data-intensive research across all science and engineering (S&E) domains. The CI ecosystem is highly dynamic, driven by rapid advances in a wide range of technologies, increasing volumes of highly heterogeneous data, and escalating demands for CI resources and services by the research community. Innovations in CI are consequently key catalysts for new modes of discovery and play a critical role in ensuring U.S. leadership in science, engineering, economic competitiveness, and national security, consistent with NSF's mission. It is thus imperative that CI innovations become available, in a coordinated and sustainable manner, as part of the NSF-funded advanced CI ecosystem.

The Advanced Cyberinfrastructure Coordination Ecosystem of Support and Services (ACCESS) program provides an array of national-scale CI services to the S&E research community, including integrated coordination of users’ requests for computational and data resources; integration of resource providers’ systems; deployment of technical support; monitoring of system usage; user training; and communication and outreach to the CI and research communities. The ACCESS program is envisioned to include a process to enable breakthrough CI innovations of recognized value to researchers to be translated into production-quality sustained services that are deployed and made available to the user community from applicable NSF-funded resource providers. Such a process would also include methods to prioritize which innovations to translate to production services and to identify when these services should be taken out of service or replaced.  

This CITAP solicitation is focused on the translation of innovative research CI software – such as system software, libraries, application codes, and software enabling data services. NSF seeks proposals that aim to design, test, and subsequently operate a pathway service within the ACCESS program that manages and accelerates the translation of promising research CI software to production-quality services across the NSF advanced CI ecosystem in support of the NSF S&E research community. CITAP proposals are expected to create a new workflow process (represented notionally in Figure 1 below) within the ACCESS program that: (1) identifies novel CI software from diverse sources in a strongly community-informed way; (2) establishes an open and merit-based process for selecting and prioritizing/sequencing which of the identified innovations are of highest and most immediate value to users of the advanced CI ecosystem and can be feasibly translated to production level and made available for use by researchers using ACCESS resources; and (3) establishes an operational process that translates innovations into production services, including creation of partnerships where necessary to address each of the technical challenges and intellectual property (IP) considerations faced when integrating novel CI software within the advanced CI ecosystem.

Examples of translation challenges include (but are not limited to): awareness by potential users who could benefit from the technology; systems engineering and software deployment; an initial launch period of collaborative maintenance; anticipation of user support that will be necessary; engagement of people or possibly organizations needed to sustain and upgrade the software/service in response to changes in technology and/or feedback from users and communities served; and determination of when the relative use or value of the software has decreased to an extent that decommissioning is warranted. The pathway must also be designed to evolve as the types of systems and services that are part of the NSF-funded production advanced CI ecosystem evolve and expand.

ED ED-GRANTS-041823-003: 2023 Rural Postsecondary & Economic Development (RPED) Program

The purpose of the RPED Grant Program is to improve rates of postsecondary enrollment, persistence, and completion among rural students through development of career pathways aligned to high-skill, high-wage, and in-demand industry sectors and occupations in the region.

For rural students, and particularly low-income and underserved rural students, barriers to accessing postsecondary education include difficulties in accessing high speed internet, transportation, child care, and healthcare; as well as challenges of experiencing poverty, food insecurity, and housing insecurity. Furthermore, many rural students who do decide to attend college are first-generation students who lack sufficient college preparation in high school,[4] and are unfamiliar with the inner workings of postsecondary institutions, including the college application process and how to finance a college education.[5] These students may feel underprepared for higher education and typically face challenges once in college; many experience hurdles that leave them unable to complete their programs.[6] Accordingly, these inequities in college readiness and knowledge may discourage individuals from underserved student populations from continuing their education beyond high school.[7] These and other challenges may negatively affect rural students' ability to be academically successful and in turn be competitive in the job market.[8

 

Many of these challenges result from geographic isolation, distance from services, and a lack of resources and institutions to support community members. Rural communities are often located in education deserts, which may limit students' exposure or convenient access to postsecondary institutions.[9] For many rural students, transportation is a barrier to accessing colleges where they can earn a bachelor's degree, and thus they begin their postsecondary education at 2-year colleges
